The National Social Assistance Programme (NSAP), which came into effect from 15th August, 1995, represents a significant step towards the fulfillment of the Directive Principles of State Policy as envisaged in Article 41 of the Constitution of India. The programme introduced a National Policy for Social Assistance for the poor and aims at ensuring minimum national standard for social assistance, in addition to the benefits that States are currently providing or might provide in future.
In all the schemes (Central as well as state sponsored), monthly pension payable is Rs. 1000/-.
At present, the centrally sponsored Schemes under NSAP comprises Indira Gandhi National Old Age Pension Scheme (IGNOAPS), Indira Gandhi National Widow Pension Scheme (IGNWPS), Indira Gandhi National Disability Pension Scheme (IGNDPS) and National Family Benefit Scheme (NFBS), with following eligibility criteria and conditions:-

Should provide a manifesto as to not having any of 14 point criteria:- I. मोटर चलित दोपहिया / तिपहिया / चार पहियोम वाले वाहन / मछली पकड़ने वाली नाव धारक परिवार । II. मशीन चलित तीन / चार पहियों वाले कृषि उपकरण धारक परिवार । III. 50 हजार या उस से अधिक मानक सीमा के किसान क्रेडिट कार्ड धारक परिवार । IV. सरकारी सेवक वाले किसी परिवार के सदस्य । V. सरकार के पंजीकृत गैर-कृषि उद्योग वाले परिवार । VI. परिवार का कोई भी सदस्य 10,000 रूपये एवं उस से अधिक कमाता है। VII. आयकर अदा करने वाले परिवार । VIII. सेवा कर अदा करने वाले परिवार । IX. सभी कमरों की पक्की दीवारों और छत के साथ तीन अथवा अधिक कमरे धारक परिवार । (PMAY & IAY के लाभुकों के लिये लागू नहीं होगी) X. रेफ्रीजरेटर धारक परिवार । XI. लैंडलाईन फोन धारक परिवार । XII. कम से कम एक सिंचाई उपकरण के साथ 2.5 एकड़ एवं उस से अधिक सिंचित भूमि धारक परिवार । XIII. दो या उससे अधिक फसल के मौसम के लिये 5 एकड़ अथवा उस से अधिक सिंचित भूमि धारक परिवार | XIV. कम से कम एक सिंचाई उपकरण के साथ 7.5 एकड़ एवं उस से अधिक सिंचित भूमि धारक परिवार । |
| National Family Benefit Scheme (NFBS) | In case of death of primary breadwinner of the BPL family (male / female), aged between 18-59 years, a lump sum assistance of Rs. 20,000/- is provided to the surviving member of the household of the deceased, under the scheme. |
Scheme and their eligibility criteria and conditions
The State of Jharkhand is equally committed to provide social assistance to the poor and aims at ensuring minimum standard, in addition to the benefits being provided under NSAP Scheme. The State Government on one hand provides the matching grant for the above three NSAP Schemes (NFBS) excluded and on the other hand, it has launched Sarvajan Pension Scheme to cover the beneficiaries who are otherwise not eligible under the NSAP Scheme. Eligibility Criteria of the scheme are:-
1. आवेदक स्वयं या पत्नी / पति, केन्द्र एवं राज्य सरकार अथवा केन्द्रीय / राज्य सार्वजनिक क्षेत्र के उपक्रमों में स्थायी रूप से नियोजित / सेवानिवृत्त और पेंशन /पारिवारिक पेंशन प्राप्त करने वाला नहीं होना चाहिए ।
2. आयकर अदा नहीं करने वाले परिवार ।

| Mukhya Mantri Rajya Nirasrit Samman Pension Yojana(MMRNSPY) | राज्य में निवास करने वाली (क) 18 वर्ष अथवा इससे अधिक आयु की ऐसी महिला, जिनके पति की मृत्यु हो गई हो, (ख) 18 वर्ष अथवा इससे अधिक आयु की परित्यक्त महिला, (ग) 45 वर्ष अथवा इससे अधिक आयु की एकल महिला को सामाजिक सुरक्षा उपलब्ध कराना है । |
| Swami Vivekananda Nishakt Swawlamban Protsahan Yojna (SVNSPY) | इस योजना का उद्देश्य राज्य में निवास करने वाली 05 वर्ष या उससे अधिक उम्र के दिव्यांग व्यक्तियों को सामाजिक सुरक्षा उपलब्ध कराना है । |
| Pension for AIDS/HIV infected people (IDPS) | राज्य में निवास करने वाले HIV / AIDS पीड़ित व्यक्तियों को सामाजिक सुरक्षा उपलब्ध कराने के लिये HIV / AIDS पीड़ित व्यक्तियों को सामाजिक सुरक्षा उपलब्ध कराना है । |
